Ports

Sea ports passport sections of Dubai undertake procedures involving entry of seamen, ships and passengers into United Arab Emirates and their departure therefrom. Jebel Ali Port represents a micro-Administration of Naturalization and Residency of Dubai offering several other services that are characteristic to Jebel Ali Port in comparison with other ports. These services include entry permits and residency procedures

There are currently four seaports in Dubai, namely:

Al Hamreya Port
Rashid Port
Jebl Ali Port
Al Shendagha Port

all of which offer additional services that are different from ordinary services offered by other branches and sections of Naturalization and Residency Administration, as follows:

The ship (carrier)

Ship’s arrival at UAE ports

Ship’s departure from UAE ports

Ship’s navigation between UAE ports – inward

Ship’s navigation between UAE ports- outward

Ship’s arrival at the territorial waters

Ship’s departure from the territorial waters

Ship’s arrival at UAE ports
This involves a description of procedures of ports authorities for issuing an inward clearance for a ship’s arrival at UAE ports

Required Documents:

Ship’s crew list

Letter issued by the agent about the ship’s data.

Copy of the ship’s certificate of ownership

Original and copy of the ship’s outward clearance issued by the authorities of port of departure.

Inspection letter issued by customs authorities

Letter issued by coast guard authorities for iron ships

Ship’s departure from UAE ports
This involves a description of procedures of seaport authorities for issuing an outward clearance for a ship’s departure from UAE ports.

Required Documents:

Ship’s crew list

Letter issued by the agent about the ship’s data.

Inspection letter issued by customs authorities

Original and copy of the ship’s outward clearance issued by the authorities of port of departure.

Letter issued by coast guard authorities for iron ships only.

Ship’s navigation between UAE ports – inward
This involves a description of procedures of seaport authorities for issuing an inland clearance for a ship’s navigation between UAE ports.

Required Documents:

Ship’s crew list

Letter issued by the agent about the ship’s data.

Copy of the ship’s certificate of ownership

Inspection letter issued by customs authorities

Letter issued by coast guard authorities for iron ships

Ship’s navigation between UAE ports - outward
This involves a description of procedures of seaport authorities for issuing an inward and outward clearance for a ship at UAE ports

Required Documents:

Ship’s crew list

Letter issued by the ship’s agent.

Inspection letter issued by customs authorities

Outward clearance issued by the ports and customs authorities.

Letter issued by coast guard authorities for iron ships

When a ship leaves Dubai ports to UAE ports,

a letter issued by the port of destination will be required

Ship‘s arrival at the territorial waters
This involves a description of procedures of seaport authorities for issuing an inward clearance for a ship at anchor in the territorial waters, at which point the representative will arrange for the ship’s arrival at the port

Ship’s crew list

Certificate of ownership

Ship’s outward clearance issued by authorities at the port of departure

Letter issued by the agent

All marine passports shall be submitted pending the ship’s departure

Ships Departure from the territorial waters
This involves a description of procedures of seaport authorities for issuing an inward clearance for a ship to leave the territorial waters, at which point the representative will arrange for the ship’s arrival at the port

Copy of certificate of ownership

Letter issued by the agent

Outward clearance issued by authorities at the port of departure

Sailor’s joining a ship
This involves a description of procedures taken upon a sailor’s entry through an airport and joining a ship at anchor at a port or the territorial waters, after a prior approval is issued by the port about the ship’s presence

Required Documents:

Appearance of the applicant or the representative

Marine passport of the arriving sailor

Three forms of entry permit stamped by the airport through which the entered

Sailor’s debarkation permit
This involves a description of procedures of seaport authorities for issuing a permit for a sailor to debark from a ship at anchor at the port in order to enter the city

Required Documents:

Sailor’s personal photograph

Verification of the ship’s original inward clearance in the file or computer

Applicant’s approval of the sailor’s debarkation

Approval by security authorities

Sailor’s leaving ( signing-off from) a ship at anchor
This involves a description of procedures of seaport authorities in the event of a sailor’s leaving (signing–off from) a ship at anchor at the port for departure through an airport

Required Documents:

Marine passport

Letter issued by the ship’s agent

Air-flight ticket

Four forms of the sailor’s entry permit together with a copy of his marine passport, stamped by the port authorities

Sailor in transit
This involves a description of procedures of seaport authorities in the event of a sailor’s departure from a ship at anchor in the territorial waters to an airport

Required Documents:

اMarine passport

Letter issued by the ship’s agent

Letter issued by Control Tower confirming the ship’s presence in the territorial waters

Air-flight ticket

Four copies of the sailor’s departure permit issued by the airport authorities and stamped by port authorities

Security approval

Sailor in transit – from an airport to the territorial waters
This involves a description of procedures of seaport authorities in the event of a sailor’s departure from an airport to a ship at anchor in the territorial waters

Required Documents:

Original marine passport

Letter issued by the ship’s agent about the sailor in transit to the territorial waters

Letter issued by Control Tower confirming the ship’s presence in the territorial waters

Air-flight ticket

Four copies of the sailor’s departure permit issued by the airport authorities and stamped by port authorities

Security approval

Report about a defaulting sailor
This involves a description of procedures of seaport authorities when a sailor who entered UAE fails to report back on time for the ship’s departure

Required Documents:

Letter of guarantee issued by the ship’s agent

Air-flight fare

A cash security deposit to be held until the defaulting sailor is apprehended

Letter issued by the ship’s master

Letter issued by the Section to the Administration with enclosed

papers including a detailed description of the incident

Fees and Collection:
• AED 5000 refundable cash security deposit
• AED 20 for passengers departure through seaports
